One of Israel's top generals is warning that the violent uprising in Syria may put chemical weapons in the hands of terrorist organizations hostile to the Jewish State. The Israeli army's second-in-command, Major-General Yair Naveh, said Syrian rebels may end up inheriting President Bashar Al-Assad's vast stockpile of chemical weapons, what Naveh called the "largest" in the region. The rebels, he fears, could give missiles equipped with chemical warheads to Hezbollah or Al-Qaeda cells and those missiles, he emphasized, can hit every part of Israel's territory.

Major General Naveh's remarks are the first concrete security warning from a top Israeli army official since the bloody showdown between insurgents and the Syrian regime began 15 months ago... At first reluctant to comment on the neighboring violence, Israeli officials are now publicly condemning the brutality of President Assad's regime, calling Assad's rule "illegitimate" and discussing new security threats that may follow Assad's expected downfall.

Major-General Naveh's concerns make it clear that the transfer of chemical weapons to anti-Israel terror groups tops the list. Its not a far-fetched fear -- Syria today helps supply and transfer Iranian-made conventional weapons to Hezbollah and Hamas. The only question is whether a rebel-led Syrian government would continue and expand the smuggling. Syria denies having chemical weapons, but it's widely believed to have a large arsenal -- producing, by some independent estimates, a few hundred tons of chemical agent per year.

Syria is only one of seven countries that are non-signatories to the Chemical Weapons Convention of 1993. Naveh's boss -- Israeli Army Chief of Staff Benny Gantz -- is also going public with security warnings on Syria. He told the Knesset's Foreign Affairs and Defense Committee that instability on the Golan Heights is getting worse and worse because of the conflict in Syria. Israel, Gantz said, will pay the price with more activity along the border and more weapons smuggling from Syria to Hezbollah. He concluded by asking for a budget increase to deal with what he called the "negative trends."

Why is Israel suddenly speaking out on Syria? It seems there was shift here about two weeks ago following a first and then second massacre in towns outside the central city of Homs. The images and reports of dozens of women and children brutally murdered by Syrian government backed militias broke Israel's silence. Prime Minister Netanyahu expressed disgust over what he called the slaughter of civilians. And he urged the world to take note that Iran and Hezbollah are willing accomplices in the horrifying violence.

BEIRUT (AP) - The Syrian regime threatened Monday to use its chemical and biological weapons in case of a foreign attack, in its first ever acknowledgement that it possesses weapons of mass destruction.

Foreign Ministry spokesman Jihad Makdissi stressed, however, that Damascus would not use its unconventional arms against its own citizens. The announcement comes as Syria faces international isolation, a tenacious rebellion that has left at least 19,000 people dead and threats by Israel to attack to prevent such weapons from falling into rebel hands.

Syria's decision to reveal the long suspected existence of its chemical weapons suggests a desperate regime deeply shaken by an increasingly bold revolt that has scored a string of successes in the past week, including a stunning bomb attack that killed four high-level security officials, the capture of several border crossings and sustained offensives on the regime strongholds of Damascus and Aleppo.

"No chemical or biological weapons will ever be used, and I repeat, will never be used, during the crisis in Syria no matter what the developments inside Syria," Makdissi said in news conference broadcast on Syrian state TV. "All of these types of weapons are in storage and under security and the direct supervision of the Syrian armed forces and will never be used unless Syria is exposed to external aggression."

While the statement Makdissi read out promised not to use the weapons against the Syrian people, he later noted that Damascus is not facing an internal enemy in the rebellion, which the regime has described as being funded from abroad and driven by foreign extremists.

He added that there was a foreign political and media campaign "that seeks to justify and prepare international public opinion for military intervention under the false pretense of weapons of mass destruction."

Syria is believed to have nerve agents as well as mustard gas, Scud missiles capable of delivering these lethal chemicals and a variety of advanced conventional arms, including anti-tank rockets and late-model portable anti-aircraft missiles.

Israel has said it fears that chaos following Assad's fall could allow the Jewish state's enemies to access Syria's chemical weapons, and has not ruled out military intervention to prevent this from happening.

A senior U.S. intelligence official said Friday the Syrians have moved chemical weapons material from the country's north, where the fighting was fiercest, apparently to both secure it, and to consolidate it, which U.S. officials considered a responsible step.

But there has also been a disturbing rise in activity at the installations, so the U.S. intelligence community is intensifying its monitoring efforts to track the weapons and try to figure out whether the Syrians are trying to use them, the official said on condition of anonymity to discuss the still-evolving investigation.

Makdissi did not discuss last week's bombing claimed by the rebels that killed four top Syrian security officials, but assured journalists that the situation was under control, despite reports of clashes throughout the country and especially in the major cities of Aleppo and the capital Damascus.

"Yes, there were clashes on certain streets in certain neighborhoods, but the security situation is now much better. Everyone is feeling reassured," he said. "We are not happy about this, but this is an emergency situation and it will not last more than a day or two and the situation will return to normal."

Security forces appeared to show more government control in videos posted online by activists Monday. Some of the clips show Syrian militia sweeping through Damascus neighborhoods once held by rebels, kicking down doors and searching houses in mop up operations against the fighters that had managed to hold parts of the capital for much of last week.

It was a different story in Aleppo, however, where the Britain-based Syria Observatory reported fierce fighting in a string of neighborhoods, including Sakhour and Hanano, in the northeast of Syria's largest city.

Several videos posted by activists showed rebels battling regime tanks in the narrow streets of Sakhour. In one case, a tank on fire rumbles past after being hit by rebels as a man escapes from the flaming turret. Other videos showed cheering rebels celebrating around destroyed tanks, even driving around one they had captured.

The Observatory said many people fled these neighborhoods in the subsequent lulls in the fighting. The Associated Press could not independently verify the videos posted by the activists. Aleppo, Syria's biggest city with about 3 million residents, has been the focus of rebel assaults by a newly formed alliance of opposition forces called the Brigade of Unification. The group said Sunday it was launching an operation to take the city.

Even as the government appeared to be reasserting control in the capital after the weeklong rebel assault, the Arab League offered Syrian President Bashar Assad and his family a "safe exit" if he steps down.

"This request comes from all the ... Arab states: Step aside," said Qatari Prime Minister Hamid bin Jassim Al Thani at an Arab League foreign ministers meeting in Doha, Qatar, that concluded at dawn Monday. He urged Syria to form a temporary transitional government to plan for a possible post-Assad era. Makdissi dismissed the offer as "flagrant interventionism."

The Arab League has already suspended Syria's membership and it is doubtful that Assad will pay much attention to their calls. He ignored a similar request to step down in exchange for asylum by Tunisian President Moncef Marzouki last February.

US warns Syrian officials over chemical weapons

WASHINGTON: The United States declared Sunday that it would "hold accountable" any Syrian official involved in the release or use of the country's chemical weapons. Fears have been rising in the West after reports that Syrian President Bashar al-Assad might be prepared to use his arsenal of chemical weapons to save his embattled regime.

The US is "actively consulting with Syria's neighbors and our friends in the international community to underscore our common concern about the security of these weapons and the Syrian government's obligation to secure them," said White House spokesman James Carney.

"There are a variety of ways that a government or individuals can be held accountable for this kind of behavior that would result in the deliberate release of chemical weapons or use of chemical weapons," Carney said. "I wouldn't want to speculate about what particular measures would be taken."

Syria's defected ambassador to Iraq, Nawaf Fares, said in a July 16 interview with the BBC that he was "convinced" Assad would draw on his stocks of chemical weapons if cornered.

Fares' comments were supported by members of the rebel Syrian Free Army.
Intelligence from the region suggested that chemical weapons were on the move, although the reasons were unclear, according to a report earlier this month by The Wall Street Journal.

Neighboring Jordan's King Abdullah II also said that in the event of a descent into all-out war, chemical arms could fall into extremist hands, including those of rebel groups. "Our information is that there is a presence of Al-Qaeda in certain regions inside Syria, and has been there for a while," he told CNN Wednesday.

"And, again, one of the worst case scenarios as we are obviously trying to look for a political solution would be if some of those chemical stockpiles were to fall into unfriendly hands," he warned.

ISRAEL LEADER READY TO ACT TO SECURE 
SYRIA ARSENAL

Israel would "have to act" if the Syrian regime collapses and there's a risk Syria's chemical weapons and missiles could fall into the hands of militant groups, Israel's prime minister warned Sunday.

The deteriorating situation of President Bashar Assad's regime is stoking Israeli fears that militants affiliated with Lebanon's Hezbollah group or the al-Qaida terror network could raid Syrian military arsenals for chemicals weapons or missiles that could strike Israel.

Israeli Prime Minister Benjamin Netanyahu said Israel hasn't considered specifically trying to cross the border to seize the weapons. "There are other possibilities," he said in an interview on "Fox News Sunday."

Over the weekend, Israeli Defense Minister Ehud Barak said Israel would be prepared to attack Syrian weapons arsenals should the need arise.

Netanyahu said preventing Syria's weapons from falling into the wrong hands is key to Israeli security.

"Could you imagine Hezbollah, the people who are conducting with Iran all these terror attacks around the world - could you imagine them having chemical weapons? It would be like al-Qaida having chemical weapons," he said. "It's something that is not acceptable to us, not acceptable to the United States and to any peaceable country in the world."

"So I think that this is something we'll have to act to stop if the need arises. And the need might arise if there's a regime collapse, but not a regime change," he said.

When asked whether Israel was prepared to act alone, Netanyahu said Syria's stockpile was a "common concern" and that "we'd have to see if there was a common action to address that concern."

Netanyahu said he believes the fall of the regime is inevitable, but that it could take days, weeks or months.

Also Sunday, Amos Gilad, a senior Israeli Defense Ministry official, told Israel's Army Radio that "right now, they (the Syrian regime) are maintaining control of these arsenals as best they can."

Barak made it clear that Israel is preparing for the worst. "I've ordered the Israeli military to prepare for a situation where we would have to weigh the possibility of carrying out an attack" against Syrian weapons arsenals, he told Channel 2 TV on Friday.

Conventional weapons first, then the war escalates in intensity to chemical & biological weapons. Used by Hezbollah & Syria at the behst of Iran, who's is engaged by U.S & Israeli air strikes on their nuclear and nuclear enrichment sites.  Israel under great duress uses the nuclear option on Syria and Hezbollah!  This is only one senario, it could happen other ways. Given the current affairs in Syria Bashar al-Assad might attack Israel before he loses his grip on Syria's military power.
